First introduced in 2007, SETARA focuses on the quality of the teaching; it also gives some power back to the students by involving appraisals by students who will audit lecturers on several points including punctuality and satisfaction on the delivery of subjects.

The MQA Rating System for Higher Education Institutions in Malaysia for 2013 (SETARA ’13) is the fourth rating exercise undertaken at the institutional level for universities and university colleges in Malaysia after the SETARA ’11, SETARA ’09 (using 2009 data) and SETARA 2007 (using 2006 data).

The resulting rating system uses a six-tier categorization with Tier 6 identified as “Outstanding” and Tier 1 as “Weak”.

SETARA 2013 Rating System of Top Universities in Malaysia

The position of the universities and university colleges in the respective tiers was based on their scores. It is a rating of the top universities in Malaysia.

Asia Pacfic University (APU) achieved a Tier 5 ranking or Excellent in the SETARA 2013 and SETARA 2011.

Using a six-tier category, the SETARA Rating System ranges from:

  • Tier Six (Outstanding)
  • Tier Five (Excellent)
  • Tier Four (Very Good)

  • Tier One (Weak)

SETARA’13 evaluated 53 higher learning institutions (IPTs) in Malaysia. It serves as a measuring tool to assess the quality of teaching and learning, using the Malaysian Qualifications Framework (MQF) for Bachelor’s Degree Programmes.

SETARA ’13 is a review exercise involving 54 universities and university colleges that participated.

Forty-two IPTs achieved Tier 5 (Excellent) and 11 obtained Tier 4 (Very Good). None achieved Tier 6 (Distinction). 7 universities which were ranked in Tier 4 in the SETARA 2011 were upgraded to Tier 5 in the SETARA 2013 ranking. One university ranked in Tier 3 in the SETARA 2011 achieved Tier 4 in the SETARA 2013. No university achieved Tier 6 (Outstanding) rating or Tier 3 and below.
