What Students Interested in Being a Professional Quantity Surveyor Should Know About the Board of Quantity Surveyors Malaysia (BQSM)

Prior to 1982, BQSM was known as the Board of Surveyors which was set up under the Registration of Surveyors Act of 1967. The said Board of Surveyors was responsible in regulating both the Quantity Surveying and Valuation professions in the country. In 1981, amendments were made to the Registration of Surveyors Act of 1967, and renamed it as “Registration of Quantity Surveyors Act of 1967” and the Board of Surveyors as the “Board of Quantity Surveyors Malaysia “, also known as Lembaga Juruukur Bahan Malaysia in the national language.

Amendments have been made to the Quantity Surveyors Act and the Quantity Surveying Rules from time to time for further improvement of the statutory provisions in regulating the Quantity Surveying profession.

Board of Quantity Surveyors Malaysia (BQSM) is a statutory body, established by an Act of Parliament namely the Registration of Quantity Surveyors Act 1967 (also known as Quantity Surveyors Act 1967), responsible for:

  • the registration of Quantity Surveyors and firms and bodies corporate practicing as consulting Quantity Surveyors; and
  • the regulations of the Quantity Surveying profession in Malaysia,
  • safeguarding the interests of the public and the rights of registered Quantity Surveyors and Quantity Surveying practices.

In order to safeguard the interests of the public, only suitably qualified person registered with the Board are allowed to offer Quantity Surveying services. Besides sole proprietorships and partnerships, the Board also registers body corporate which provide consulting Quantity Surveying services. BQSM also acts upon complaints against registered Quantity Surveyors who have infringed the code of professional conduct as laid down in the Quantity Surveying Rules which were gazetted in accordance with Section 26 of the Quantity Surveyors Act 1967.

It is hoped that with the role played by BQSM, the expectations of the public in terms of quality service to be provided by Quantity Surveyors in Malaysia can be met and as a result, the interests of both the public and the profession can be adequately protected.

Quality Policy

The Board of Quantity Surveyors Malaysia (BQSM) is committed to provide excellent quality services that safeguard the interests of the public and the rights of registered Quantity Surveyors and registered Quantity Surveying Practices in accordance with the provisions of the Quantity Surveyors (Amendment 2015) Act 1967 and Quantity Surveyors (Amendment) Rules 2016.

How to Become a Professional Quantity Surveyor in Malaysia

Students should pursue a recognised Degree in Quantity Surveying, and offers a pathway towards becoming a registered Quantity Surveyor. Graduates gain automatic membership to the Board of Quantity Surveyors Malaysia (BQSM), recognition from a network of over 140 countries through the Royal Institution of Chartered Surveyors (RICS) and accreditation from the Pacific Association of Quantity Surveyors (PAQS). Upon passing the JTPC and a professional interview, one may register with BQSM as a Registered Surveyor and become a Corporate Member with RISM that carriers the title ‘Sr’.

Students after SPM or IGCSE/O-Levels may go for the Foundation in Natural & Built Environments or Foundation in Arts or Foundation in Science for 1 year before continuing on to the quantity survey degree
